【摘要】:TheICSframeworkisdesignedtobeusedforallkindsofemergenciesandisapplicabletobothsmallday-to-daysituationsaswellasverylargeandcomplexincidents.4ICS-120describestheICSframework,operatingrequirements,components,andproceduresfororganizingandoperatinganon-scenemanagementstructureonly.UsersofthisguideareexpectedtobefamiliarwiththeICS.NeitherthisguidenorICS-120providesaspecificplanformanagingaSARoperation,butratheroutlinesaprocessfordevelopingamanagementframework.Missionspecificelementssuchasresourceandstriketeamclassificationsandtypes,mapsymbols,T-cardcolors,positionchecklists,andstaffingrequirementsdonotformapartofthisguide.Note18212;TheseelementsoftheICSarecontainedinICS-420andpositionchecklists.2InformationinthesedocumentsmaybeusefulformanagingaSARoperationbutcontainsterminologyspecifictothefireservices.1.1ThisguidecoverstheuseoftheIncidentCommandSystem(ICS),(asdevelopedinICS-120),asthemanagementframeworkforciviliansearchandrescue(SAR)operations.1.2Exceptasotherwisespecifiedherein,themethodsandrequirementsofthe1983versionofICS-120formapartofthisguide.1.3Thisstandarddoesnotpurporttoaddressallofthesafetyproblems,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
